Manitoba Accessibility Fund

The Manitoba Accessibility Fund (MAF) provides one-time grants to help Manitoba organizations and businesses remove barriers, create awareness and support compliance with The Accessibility for Manitobans Act (AMA) and its standards.

The MAF program targets the following three accessibility standards:

  • Customer Service (2015) with the aim to prevent and remove barriers to accessing goods or services
  • Employment (2019), which requires barrier-free practices related to employee recruitment, hiring and retention
  • Information and Communication (2022) - which sets requirements for removing barriers to information and communications electronically, in print and in person

Applications must support The Accessibility for Manitobans Act and the standards listed above by addressing at least one of three MAF objectives.

  • Raise awareness about the prevention and removal of barriers.
  • Develop tools, resources and training to support compliance with AMA standards.
  • Remove barriers to information and communications electronically, in print and in person.

Who can apply?

Eligible applicants include:

  • non-profit organizations
    • registered charities
    • non-profit organizations incorporated and registered with the Companies Office
    • non-profit organizations that have a bank account and can verify activity for at least one year
  • local businesses or local corporations based in Manitoba providing services to Manitobans that are registered with the Companies Office
  • municipalities and local authorities, such as planning districts and Northern Affairs Community Councils
  • on-reserve organizations or businesses
  • universities, colleges and school divisions

What do we fund?

Eligible activities include, but are not limited to:

  • projects, programs and events that help raise awareness about barriers faced by Manitobans with disabilities and how to prevent and remove these barriers, guided by the AMA’s principles and standards
  • tools, resources and training events or webinars to support compliance with AMA standards affecting customer service, employment and information and communications
  • activities to integrate the requirements of these AMA standards into the policies, processes and initiatives of an organizational sector, professional association, geographic region or demographic group
  • tools and technology to remove barriers to information and communications, with digital enhancements consistent with the Worldwide Web Consortium’s Web Content Accessibility Guidelines 2.1 Level AA or above

Ineligible activities that are not eligible for the fund include:

  • projects, programs or services outside of Manitoba
  • *retrofits and renovations affecting buildings, as specified in the Manitoba Building Code - MAF does not fund any capital projects at present
  • on-going operational costs or programs
  • core or essential municipal, provincial, federal projects or programs and services that are the responsibility of the municipal, provincial or federal body
  • projects linked to the delivery of core education, health and social services
  • programs already in receipt of, or being delivered through provincial or federal funding
  • private residential
  • wage subsidies, placement programs or employee assistance programs

How much we fund?

MAF will fund proposed projects up to a maximum of $50,000, including up to 10 per cent for administration.

Funding that is approved for grant recipients may be less than the amount requested. Applicants are encouraged to seek additional funding from other sources.

Applicants can submit only one application per intake, but can be listed as partners in multiple projects.

The Building Sustainable Communities grant helps build thriving sustainable communities that provide a high quality of life for Manitobans. The grant leverages investments in community development by local governments, non-profit organizations and others.

Arts, Culture and Sport in Community - Community Celebrations

The Arts, Culture and Sport in Community, Community Celebrations Program will support community events and celebrations that bring Manitobans together to celebrate their unique culture, heritage, and/or community.

Who can apply?

Non-profit organizations in operation for at least one year prior to application, school parent council groups, municipalities (including local authorities such as planning districts), First Nations, Métis locals and Northern Affairs Community Councils are eligible to apply.

A non-profit organization is defined as one whose activities are carried out with no financial gain to any of its members. To be eligible, non-profit organizations must be able to provide evidence, on request, that the organization is active and in good standing.

Ineligible Applicants

  • Individuals
  • For-profit entities
  • Public institutions such as universities, colleges, school boards and hospitals

When are the application deadlines?

Applications are now open.

Deadline: Quarterly, on September 15, December 15, March 15 and June 15

What do we fund?

Events may be a one-time or recurring event, festival or celebration that creates opportunities for Manitobans to celebrate their unique heritage, culture or community; must be located in Manitoba and targeted to Manitobans; must be not-for-profit; and should promote cultural exchange and be rooted in inclusion and belonging.

Ineligible projects include those with limited or restricted public access, projects related to religious activities or programs, and projects receiving funding through the Building Sustainable Communities program in the same fiscal year.

How much may we fund?

ACSC will provide a provincial contribution of up to 100% of eligible project costs to a maximum of $5,000.

Ineligible project costs include event prizes; alcohol or gambling permits; Creation, production or distribution of souvenirs or items for resale; and capital-related expenses

Note: Expenses incurred before the application is received are ineligible. If you incur expenses for your project after applying but before receiving written confirmation of your funding approval, you will be doing so at your own risk.

The Arts, Culture and Sport in Community Large Capital Program will support the development and renewal of spaces and facilities needed for arts, culture and amateur sport programming and activity.

Who can apply?

All eligible organizations  must:

  • have been incorporated as a non-profit within Canada or Manitoba for a minimum of one year; have had registered charitable status under Canada Revenue Agency for a minimum of one-year; or must be established as a Public Library under the Public Libraries Act; and
  • have established operations in Manitoba.

Eligible organizations include:

  • non-profit organizations and associations with a mandate to serve the arts, heritage or amateur sport
  • non-profit ethnocultural and Indigenous community organizations engaged in the protection, promotion, education or appreciation of shared language, tradition, heritage, and/or culture
  • public libraries
  • municipalities, First Nations, Métis locals, Northern Affairs Community Councils
  • recreation associations and commissions

Ineligible Applicants

  • For-profit entities
  • Individuals
  • Unincorporated organizations
  • Public institutions (e.g. universities, colleges, school boards, hospitals)
  • Federal and Provincial entities including Crown Corporations and Crown Agencies
  • Organizations whose primary purpose is to deliver grants, awards or other funding

What do we fund?

Eligible facilities for capital projects are located within Manitoba, open to the general public, used for arts, culture or sports programming and/or activity and are owned by an eligible applicant; or leased by an eligible applicant (for a period extending five years past project completion.)

ACSC will not support projects receiving funding from the Building Sustainable Communities grant program for the same fiscal year.

How much may we fund?

ACSC Large Capital projects will contribute up to 50% of eligible costs to a maximum of $5 million per project. Total provincial funding from all sources cannot exceed 50% of eligible project costs.

The ACSC Small Capital Grants and Special Initiatives Program will strengthen the arts, culture, and sport sectors, enhance their ability to bring Manitobans together and contribute to thriving sustainable communities; and support the development and renewal of the facilities and spaces needed for arts, culture, and sport programming and activities.

Who can apply?

All eligible organizations must:

  • have been incorporated as a non-profit within Canada or Manitoba for a minimum of one year; have had registered charitable status under Canada Revenue Agency for a minimum of one-year; or must be established as a Public Library under the Public Libraries Act; and
  • have established operations in Manitoba.

Eligible organizations include:

  • non-profit organizations and associations with a mandate to serve the arts, heritage or amateur sport
  • non-profit ethnocultural and Indigenous community organizations engaged in the protection, promotion, education or appreciation of shared language, tradition, heritage, and/or culture
  • public libraries

What do we fund?

ACSC will not support projects receiving funding from the Building Sustainable Communities grant program for the same fiscal year.

Small Capital:

Eligible facilities for capital projects are located within Manitoba, open to the general public, used for arts, culture or sports programming and/or activity and are owned by an eligible applicant; or leased by an eligible applicant (for a period extending five years past project completion).

Eligible projects may include: capital projects that support the development and renewal of facilities and spaces needed for arts,culture and sport sector programming and activity; the acquisition of specialized equipment needed for arts, culture and sport sector programming and activity; planning, feasibility and facility assessment projects intended to lead to capital work; and the design and production of major permanent interpretive installations including exhibitions or outdoor interpretive signage.

SPECIAL INITIATIVES

Eligible Special Initiatives must be located within Manitoba, be available to the general public and advance arts, culture and sports programming and activity.

Eligible projects include: planning, training or other activities that support the development of leadership and organizational capacity; new arts, culture or sport initiatives or programs; pilot projects; special initiatives designed to expand or enhance existing services or programming; the acquisition of moveable equipment, furniture and technology; and planning, feasibility and facility assessment projects.

How much may we fund?

For projects with total eligible expenses of:

  • up to $25,000.00: ACSC will provide a provincial contribution of up to 100% of the eligible project costs
  • between $25,000.00 and $50,000.00: ASCS will provide a maximum of $25,000.00
  • greater than $50,000.00: ACSC will provide up to 50% of eligible projects costs, to a maximum provincial contribution of $300,000.00

Urban/Hometown Green Team Program

Green Team grants create summer employment opportunities for youth aged 15 to 29 years. Approved Applicants provide a variety of community development projects that improve neighbourhoods, promote community involvement and help develop young leaders. The employment period is between May 1 and September 30.

Priorities for the 2024 summer season are focused on: municipal governments and community-based organizations that can offer full-time employment opportunities for youth, projects that build leadership and employment skills for youth and projects that can demonstrate community need and partnerships.

Who can apply?

Eligible Applicants throughout Manitoba include:

  • Municipal governments (other than the City of Winnipeg);
  • Northern Affairs Community Councils;
  • Non-profit organizations; and
  • Education authorities.

When is the application deadline?

The program's March 4, 2024 intake is now closed and is no longer accepting applications.

What do we fund?

All projects that offer youth employment opportunities will be considered for grant funding, except:

  • Projects to be carried out on First Nation Reserve lands.
  • Projects proposing any type of advocacy or solicitation of funds.
  • Projects that include lifeguarding, swimming instruction or pool maintenance duties.

How much may we fund?

  • Municipal governments: up to 50 per cent of eligible project costs to a maximum of $75,000 (cost-shared amount).
  • Northern Affairs Community Councils, non-profit organizations and education authorities: up to 100 per cent of eligible project costs to a maximum of $150,000.

Conservation & Climate Fund


The Conservation and Climate Fund provides support to projects occurring in Manitoba that incorporate actions to address and adapt to a changing climate and protect the environment to support a green and climate resilient province.

The Fund supports time-bound projects and does not provide on-going operating or maintenance support to an organization. Projects must be completed in Manitoba.

Who can apply?

Eligible applicants include:

  • Incorporated non-profit organization
  • Academic or educational institution
  • Manitoba Municipality
  • Northern Affairs or Indigenous Community in Manitoba
  • Business, including Social Enterprise Businesses

Organizations must be active and have established operations within Manitoba for at least one year before applying. Business must be registered with the Province of Manitoba.

Ineligible applicants include Individuals, Crown Corporations, Federal Government, Provincial Governments, and Watershed Districts.

What do we fund?

Eligible projects must demonstrate fulfillment of incorporating climate change and/or adaptation considerations into project activities, goals and outcomes.

Ineligible Projects

  • For-profit private business projects or programs.
  • Municipal core services and programs as well as infrastructure capital funding that are the responsibility of the municipal, provincial or federal body.
    (For example, fire and ambulance service; municipal drinking water and wastewater/drainage infrastructure; municipal waste services; and municipal services covered by provincial operating funding).
  • Core operations, projects, or programs that receive regular, budgeted provincial or federal support or are part of ongoing programs. (For example, medical and health care facilities, school and day care facilities; linked to the delivery of health and social services).
  • On-going programs and activities or projects which are already planned and/or funded provincially or through Provincial Crown Corporations. 
    For example:
    • Energy efficiency projects such as lighting, insulation, window, building envelope upgrades or electricity generation projects tied to the grid. (Please engage with Efficiency Manitoba);
    • Municipal operating services and capital priorities covered by existing Manitoba operating grants and capital funding to municipalities, with the exception of pilot projects.
      (Please engage Municipal Finance and Advisory Services; Manitoba Strategic Municipal Investment Fund; Building Sustainable Communities Program; and Manitoba Strategic Infrastructure Secretariat);
    • Trail projects. (Please engage Trails Manitoba);
    • Wild Species & Habitat projects. (Please engage the Fish and Wildlife Enhancement Fund; and the Conservation Trust)
    • Watershed and Wetland projects. (Please engage the Conservation, GROW and Wetlands GROW Trusts.)
  • Activities required by law and/or mandated by a level of government. (For example, a restoration that is already required by regulation)
  • Projects in relation to the enforcement of or compliance with legislation, regulations, or with by-laws in effect

Merit-based Low Carbon Economy Fund (LCEF)

Description

The Merit-based program is intended to support building and process improvements that reduce greenhouse gas (GHG) emissions and use of fossil fuels. This program will not fund projects that qualify for or are already supported by Efficiency Manitoba, nor will it fund transportation projects such as zero emission vehicles or charging infrastructure. Grant applications must be approved before January 30, 2024 to be considered for eligibility. Expressions of Interest will be reviewed on an as received basis and those that appear eligible for funding will be requested to complete a more detailed application. Applicants may apply for more than one project using individual Expression of Interest forms.

Applicants are encouraged to apply early to ensure funding availability - once available funding has been distributed, the fund will close.

Fish Enhancement Initiatives

The Fish Enhancement Initiatives grant helps applicants complete projects, programs or studies that protect and increase fish populations in Manitoba, including government fish hatcheries.

Who can apply?

Organizations representing anglers, conservation districts, rural municipalities, government agencies, Crown corporations, academic institutions, community groups, businesses and individuals can apply.

When are the application deadlines?

Applications for Fish Enhancement Initiatives are now being accepted. Intake deadline dates are set as March 1 and September 1.

What do we fund?

Eligible projects include activities that:

  • conserve or increase fish populations
  • protect, manage or restore fish habitats
  • study fish populations or habitats
  • provide education programs for anglers

Ethnocultural Community Support Program

The Ethnocultural Community Support grant helps community organizations preserve, enhance, promote and share Manitoba’s rich and diverse cultural history and encourage the development of partnerships between cultural communities to foster inter-cultural understanding, harmony and equality.
